Hybrids have an electronic cabin heater element i believe, which come online in certain conditions when the engine is off. 6th gen hybrids have it also. Don't know much details about it, or if this is an additional feature i payed for.

I think you're right on the $.
I found that part in a 2021 ES350 parts diagram and listing - see HVAC Heater Core Heater Element. If you expand the diagram for the HEATING--AIR-CONDITIONING---COOLER-UNIT you can see the W(PTC HEATER) right of center toward the bottom of the diagram.

what is Lexus fast response heater
I was told this was from the Prius Hybrid, it stores hot coolant in a
thermos-like container then releases it to warm up the car faster, providing cleaner cold starts and faster HEAT!
