It is very dangerous to use any paint removal. I will try with leather cleaner with and a lot of rubbing.

I assume the wheel is leather? I have used Lestoil to take stains off my leather shoes. Something that works on leather shoes and handbags may work and be gentle enough.

I would try a piece of clay bar that is dipped in water or another safe lube and dab the lube on a spot that is out of sight.
Then lightly rub the spot and it should lift the paint off of the steering wheel without damaging the wheel.I have 50 years of auto detailing experience and that's what I would do.
Just keep the area damp.

I was going to recommend goo-gone but looking online, they do not recommend use on leather.

Clay bar will do harm.

Can you take a picture of it?

How will a clay bar harm the leather if used correctly?

Its so little...Have you tried just peelig it off with a fingernail? You have to be so careful because it will be easy to do more damage than there really is....Maybe some non-acetone nail polish remover? I feel like alot of what has been suggested here might be overkill. Just a drop on top of the drop? Here's an idea....Put on a nice leatther steering wheel cover. I actully hava a nice one on my car wheel. May mostly cover it.

Get some leather cleaner/conditioner and apply it every day for awhile with some luck it will break down the paint.

The old lab guy in me wants to try a light rub with an alcohol wipe. You might want to try to lightly rub the back of the steering wheel to see is an alcohol wipe picks up any stain. If it doesn't that's a good sign. Be sure to be able to differentiate dirt from the leather stain on the wipe test.

IPA will very likely remove some of the leather finish.

Stick with leather cleaners, and I like the idea above...reapply daily until the paint softens-up and comes off.
