Default New wheel blemish

Has anyone seen this before? I just saw it and would be real surprised if it's been there since I bought the car (November) and hadn't noticed it before, with as much as I'm down there cleaning the wheels.
I wouldn't mind it terribly much unless it's something that will "grow". If that's the case, I wonder if it would be covered under CPO warranty.

Bought a second car—-a new Corolla a few years ago. Corrosion developed on the wheels within a year after purchase. I wanted new wheels. Dealer level denied. I asked Zone. Denied. I filed a formal complaint and demanded a hearing. Day before the proceeding, Toyota caved and replaced all four wheels with brand new ones, detailed the car and apologized. Sometimes, you just gotta’ hold their feet to the fire.

If you didn’t buy the car new it’s possible that wheel was repainted in the past.

I can't explain this. This appeared after they machined the wheels so I assume it will get worse from now.
