Default Clock Auto Time Change Issue

2022 ES350 UL This is a new one on me. I made a little trip from Las Vegas NV to Cedar City Utah. If time in Nevada is 1:00pm then time in Utah should be 2:00pm. On I15n, it goes from Nevada, thru a corner of Arizona then into Utah.Time departing Nevada was 1:30pm, Car said “Welcome to Arizona”, Time changed to 12:30 pm
Time entering Utah aprox 1:00pm, Car said “Welcome to Utah”, Time changed to 2:00pm.
It should have been 3:00pm in Utah
Arizona is on Mountain Standard Time . Arizona does not observe Daylight Saving Time, with the exception of the Navajo Nation.

The clock will change when entering a new time zone, if you choose this feature in the clock menu. Daily savings time is also in that menu.

Your vehicle's time zone isn't changing. When crossing the boundary from Pacific Daylight Savings time zone Nevada, 1:00 PM, into Mountain Standard time zone Arizona the time should remain set to 1:00 PM (minus one hour [daylight savings to standard time] plus one hour [Pacific to Mountain time zone]). And when crossing the border from Mountain Standard time zone Arizona to Mountain Daylight Savings time zone Utah the time should advance by one hour [standard to daylight savings time change]. So, your vehicle clock settings is set to AUTO adjust for Daylight/Standard time changes but not automatically adjust for time zone changes.

Go to Settings [the gear icon]-> General-> Clock and check what's displayed for the Time Zone list item. It can either be displaying a specific time zone (e.g., Pacific) or AUTO for automatically adjusting the time zone. From your description of clock time changing, it sure appears that the Time Zone setting is set to Pacific. Set it to AUTO to "fix" your quandary.
