Lexus and Toyota tuned their hybrids to have minimal resistance when coasting and the engine is effectively decoupled from the front wheels. The traction motor does most of its regen on braking. This is unlike Tesla who apply a lot of regen braking when you lift off the throttle. With the Acuras and Hondas, I'd say their coasting behavior is down to the slushy auto boxes they use.
FWIW my 300h is on Dunlop SP Sports, considered an all weather performance tire, and I'm still getting 40+ mpg in city traffic. Maybe some tires work better with different road surfaces and weather conditions.
