Paint bubble? What is this?
I was washing my car yesterday and I noticed this bubble/tear in the paint/clear coat? I'm not sure what happened - it wasn't here last week. It looks like it bubbled up and burst or something. Not sure.

It looks like it's the rear bumper applique not the clear coat. It's a piece of clear film that goes on top of the rear bumper cover to protect it from loading things into the trunk. And has the word Lexus on it. It's usually added on at the port or the dealer.

It may well be the case that, if the vehicle is parked in the sun for a couple of hours, the bubble will settle down, but, if it doesn't or if it reappears, it may be necessary to pop the bubble with a small pin *****, and, after that is done and the car is parked in the sun, the adhesive should reactivate, and the bubble should be gone for good. If you are uncomfortable doing that yourself, it is something that the dealer or any body shop or trim shop should be able to take care of in less than a minute.

I think it's the rear bumper clear applique too. It looks like someone might have bumped into you and cause the slight rip to the plastic. If it were me, I wouldn't worry about it since that's why it's there in the first place.
