Default Testing ACIS VSV

So I have an ES350 and I'm trying to test out the ACIS "flapper" in my upper intake plenum. Manual says to simply apply 12 volts and listen for the flapper to move. When I do this, not only do I not hear it move (using an automotive stethescope) but I can also SEE that the flapper is not moving my using my fiberscope stuck into the plenum through the throttle body.

Can anyone confirm what the resistance of the ACIS VSV is by measuring it with an ohmmeter? The service manual does not give a spec. Thanks. FYI: mine reads about 18.5 ohms.

I'm wondering if the flapper door is simply physically stuck. Has this happened to anyone? I suppose you wouldn't know unless you were inspecting it for some reason.
