what does Exc. USA Spec. stand for?

what does Exc. USA Spec. stand for?
I couldn't find this in a search... In the factory service manual, there is mention of Exc. USA Spec. in various places. I've been assuming that stands for Exception, so maybe California cars? The abbreviations in the front of the manual sort of confirm that: Ex. = Except.
As far as I know, mine started as a Texas car. I just noticed in the throttle body section of the FSM (FI-67), two of the three vacuum hoses on top of the intake manifold are labeled as only for Exc. USA Spec. I have all three. Does this mean mine is a CA car or does Exc. USA Spec. indicate something else? Or is the manual misleading?
Hmm, maybe it's the other way around... USA Spec. is the more stringent CA standards and Exc. is an Exception to them? That doesn't seem right, though, because the three vacuum hoses in question are EGR related and fewer of them would be a less strict standard, right?

Wow, really? That has to be one of the worst choices of abbreviations ever. "Non-USA" would have been so much clearer and just as concise.
Fair point, but if you don't know to look for something saying it's a CA car, the absence of that something wouldn't tell you much.

Actually, the above may not be entirely correct. I just noticed this entry on EX-1 of the factory service manual:
So, Exc. USA Spec means North American cars, excluding California. USA Spec is all cars, as the name strongly implies. So, rather than there being a separate entry for CA's tighter emissions, you have to work backward from USA Spec to Exc. USA Spec to figure out what is "missing" for CA.
I confused myself at least a dozen times typing that!
