Mechanic stripped engine cradle bolt
So I recently had my control arms changed by a shade tree mechanic and they stripped my engine cradle bolt on reassembly and didn't tell me (I had to find out from another mechanic when I went to get an alignment). I've been looking for a replacement bolt for 3 days and today I finally found one, but no ship that over been too so far knows how to fix the problem or just don't have the right tools.
Does anybody know where I can get the bolt extracted, hole rethreaded or possibly widened and threaded for a larger bolt? What's my best option?
PS: The bolt is just spinning inside the frame, so it's not a rounded head, but stripped threads on either the bolt or the hole

Sounds like the captive nut has broken away from the body of the car if so then there are several solutions depending on the location, one is to cut a hold in the body.

It's the 14037 bolt
I've found a place that has the bolt in stock but it's the game of getting the old one out and rethreading the hole that I'm confused on.
