Default Cold Start Idle Speed

My 2013 ES350 idles at about 1300 rpm when I first start it cold in the morning. When warmed up, it drops to about 610 RPM. Is that normal to idle that high at a cold start?

A cold engine must run rich i.e. more fuel vs. air until it reaches a set temp. This causes the higher RPM's... As st1800 states it is perfectly normal...

Another reason the ECM runs the cold idle higher is to warm up the catalytic converters faster to meet emission standards
