Do you have the brightness turned up? It won't be a fuse if you any light coming from it.

Pretty sure the footwell lights are controlled by the dash light control. You can check the manual to verify.

Are you asking about the light on the door that lights up the ground when you open the door?

Is the footwell light light on the passenger side also dim, or are the ones on the passenger and driver side at equal brightness levels?

Keep in mind that while driving they should be dim as an accent light. I just checked my 2013 and when I open the door, it is fades up and is kind of bright but eventually dims to a slight accent light. This is normal.
