95 es idle problem

95 es idle problem
So for a couple months my ES had an intermittent problem where if i drove it for a while and warmed everything up, then shut it off, it would not restart unless i used the gas peddle to give it some air, so i took it to my mechanic where he recreated the problem and cleaned out the throttle body because it was dirty and sticking. He also reset the idle speed.
Since then the problem has reoccured so i also cleaned the throttle body, and it was dirtier than I thought it should be for just being cleaned. but after that when I start it up it idles between 2000 and 2500 RPMs.
I disconnected the battery for 20 mins and loosened the throttle cable and the high idle now only seems to happen every few times i start the car but it eventually works its way back down to around 1k RPMs. The idle is around 2000 RPMs when I first start it up (does not matter if it is hot or cold) and after about 5 mins or so will just fall to 1000. when i put it in drive or reverse it drops to about 1500 RPMs until it decides to idle at the correct speed.
