I got a notification on my dash today for my back lights. My right light is out so how do I change it? Can I get the bulb from the dealer? Should I go ahead and replace both sides at the same time?

You can purchase the bulb from any auto parts store, just tell them year, make and model and they should have it in stock. As far as replacing it, it should be the same as the 3rd Gen ES, should have a panel, or access area on the trunk liner that opens up. I have a 98 ES and there is a panel that is velcroed and opens up like a flap that allows access to the wires and bulb holders.
inside the trunk, peel back the trunk liner behind the tail light and there will be about 4-5 lil nuts holding your lamp in, remove those to access the rear of the lamp to change your bulbs. you may have to remove a couple plastic liner retainers to peel back the liner.
Several years ago my GF (now wife) had an old Volvo 240DL (great car, BTW), and I had some questions about it so I hopped into a Yahoo email group. I endured a long heated debate about OEM Volvo bulbs vs parts store bulbs. I couldn't believe how snobby some of those guys were being, as if there was any difference. I un-subbed when it degraded to name calling.
