Default Speedometer reading incorrectly

Hey I think I have a problem with my speed sensor cause my speedometer is really slow when moving and it feels like im going alot faster than its reading. What do you think is the problem? I tried a spare cluster I had and that one does the same thing so theres something causing it read incorrectly. I have 2001 ES300 chrome rims on my 96ES300 if that helps any. Hope someone has a answer

Not sure have you tried the lead foot DIY mod? On another note to be sure if you have any cop friends ask them to clock you in a parking lot and see if it is the same. Or just find a speed sign.
