Probably because they are aimed higher . . try to even out the level of both headlights & you should be fine.

is there a way to aim your fog lights or is it just angeled like that so the right one seems brighter?

Yea, park on level ground facing a wall and you will be able to see the difference of the two beams. And it really does not help that you are on snow, lol.

yea your right but i think the snow was pretty even. i took the pick standing in the middle of the car. does it look like the right fog light is pointing a little to much to the left. and is that adjustable?

Glad you don't live anywhere near me. That glare is horrible.

if you install one side of HIDs first and turning it on before installing the other side....colors will not match(personal experience installing hids a week apart). As for one side being brighter, i would bet that it's the leveling of the foglight

Better spot for level parking surface: parking garage. Park about 15 ft away from a wall and check and adjust the headlight levels as necessary. I'm sure you know this already but you have a lot of headlight glare because you're putting in aftermarket HID bulbs in an OEM non-HID headlight housing which typically fits halogen bulbs.
