quick horsepower mods?
i'm lookin to get a bit more throttle response and horsepower/torque 
any ideas?
im getting an intake, thinkin about race wires, distributor caps, spark plugs, etc?
anything would be useful

y-pipe & try a high-flow cat if you can get one.
Piggyback to tune the A/F ratio & mess with the ignition timing (If you get something that can do that)
Modify the ACIS system to stay closed all the time.
The cat back & intake isn't going to hurt, but don't expect much, if anything from them.

Unless you are like me and brandon (phoenix) and have lots of time knowledge and or money, then these engines are pretty much a lost cause for extra horsies. not much is out for them. turbos have to be custom setups, and exhausts dont give much if anything as phoenix has said.
better to just go for looks. an ES3 is fast for its class anyways.

Piggybacks are reliable. What's not to be reliable? No less reliable than the various ECU's in the car. AFA if they're worth the money, it depends on who's asking. You can get 10bhp peak on about any Toyota just of minor fuel tuning. Consider that there are many "common" mods that can be done for roughly the same cost that can't get the same amount of power. You'll get more with fuel & ignition timing changes than you can any type of intake & cat-back exhaust combined. OBD-II only poses a problem in regards to piggybacks when the person using the piggyback<s> is incapable of understanding how to use one correctly. Irregardless of what the stock ECU is doing. (To put it simply)
In the case of a transverse engine no, a y-pipe is always meant as the pipe that joins the exhaust manifolds together to form the single exhaust.
Example:
Stock y-pipe:
Warpspeed Y-pipe for a Maxima:
