Question ECO/Normal Mode Usage Pattern

My pattern:
on Local driving: ECO mode
on Highway : Normal mode

Looking for clarification if this is correct or should be reversed - for best fuel eco.
Thanks

I have it in Eco the past 8 years with no issues. I just like how smooth accelerates and how forgiving is the pedal travel. Now when I drive other cars I get upset on how carefully you need to step on the pedal so car does not kick and spill my coffee. ☕️

We use ECO when driving with just one or two bodies aboard and switch
to Normal when there are four folks going for a ride. Since ECO softens
the throttle response and cuts down on the A/C output it works fine for 2.

When loaded with nearly 1000 lbs of people and shopping or luggage bags
plus, the additional conversations exhaling in the cabin, the Normal setting
handles the tasks in a more Lexus-like manner.
