Default Windshield defrost

Raining out and windshield fogged up. Now I can hear the air blowing when it' on the "face" setting. Can' see it because theres no display on the hvac controller. As I switch through all of the settings I never feel any air coming from the window vents (even placed my hand over the vent and didn't feel anything). Is there a fix for this? Was originally thinking the blower motor but like I said....I can hear and feel it coming from the front vents when set to it. I was told that it could be not enough coolant in the system or something called the "blend door actuator" which I can't seem to find for a 1994 ES or a Toyota Camry of the same year (not even on Ebay). Any assistance would be greatly appreciated.
