Default ES 300 1999 Strut Gloves: What To Do?

So I was working on the power steering, and I noticed the below image


While I haven’t noticed any performance issues, this doesn’t seem right. Are these strut gloves? Or what are they?

Here is the drivers side one, which doesn’t seem as bad



Is this a serious issue or can it wait?

Also known as bellows Lexus calls them insulators purpose is to keep dirt out. I've seen struts last many miles with the bellows torn or not there at all I wouldn't worry too much about it.
