Changed clogged EGR Cooler, now getting P0401

Changed clogged EGR Cooler, now getting P0401
Hey,!
Long time lurker here, but first time posting. I have a 2011 ct with 180k miles. Recently replaced egr cooler with brand new part. Old one was COMPLETELY clogged, but never got a CEL. When I changed I cleaned all connectors, used all new gaskets, cleaned valve, pipe, and intake manifold completely using boroscope. Absolutely no clogs or flow problems anywhere. Everything back together driving great, getting way better mpgs, and a while later I get the code for egr insufficient flow. Took off intake manifold and re cleaned. Inspected and cleaned MAP and MAF. Still code coming back. Only comes back after driving 200-300 miles. One major piece here is that the flow is sufficient. I was able to get my hands on a diagnostic tester and used computer to open to each different step on the valve all the way to nearly stalling the engine with too much exhaust. Readings we’re good, and everything. I just want to see if anyone has any ideas or tips or what to possibly check next. Thanks again guys!
