If you want to be JDM Fabulous, then yes, one reverse light is normal.
If you want to be Euro Fabulous, then yes, one reverse light is normal because you'll have the other 'slot' to have the rear fog light.
If you want to be 'normal' then no, it is not normal to have only one reverse light, put a bulb in there and see if it's then working. If you're missing a bulb, then put one in and rinse and repeat.
If still not working, then you may have a bad connection somewhere which then you can use a voltmeter and a few beers.
