^I guess it was set as a port in more then one place from the install of the service. I followed all of the stuff online when I searched and all setting where good including my firewall....for some reason I turned off the firewall again and went to turn it back on a different way and that opened up a different screen I had not been in or had the option to view before. All I know is it gave me a tab that showed my service on a port and I turned it off and everything has worked since. All I know is I am not changing anything

 

I found out that it was my PC and they way they set up the acct. I had service and killed it to only go back to them since there are no other providers in my area. I wish I had figured this out sooner but I have it working and that is all that matters.
