You miss the point, lol. I think it may differ from state to state, but here in NY a car is eligible for historic plates once its 25 years old. When I think of traditional cars with historic plates, I think 60ies muscle cars, not a mid 90ies Civic. When someone says mid 90ies, I think 10 years ago.
every state has different rules on historic plates. that civic does not qualify for historical plates in CA - yet.
in CA iirc, it must be 30 years old to qualify (that civic is a 99-00) plus if you register your vehicle as historic, it can only be limitedly driven (e.g. to and from car shows).
I can remember when the smaller sibling CRX Si was in production....late 80s to early 90s. It was a true cult-car. One of my closest friends had one.....I did a write up on the CRX some time ago.

Oh, OK, duh. In California a car will become a classic after 25 30 years, but there are no plates for that unless the owner registers it and gets a custom license plate. Yes, I missed it by a longshot

Maryland still safety-inspects when a vehicle is bought, sold, bought, or changes hands, don't they? That's significantly different from neighboring Virginia, where each registered vehicle is safety-inspected once a year regardless of ownership.
Actually, though, in Virginia, these inspection laws (and plate-registration laws) seem to mean little any more, as, ever since the pandemic started, many people have simply ignored them, and they are not really being enforced any more except at DMV itself.
