This exact theft happened to someone near my parents house.
Here the the biggest theft deterrent being installed is Cat converter shields. Both my brother and brother in law had their stolen, so they had a shield installed to slow down thieves. Its such a rampant and blatant crime, they do it pretty much out in the open
I get it, trust me I do. My car was stolen during my engagement dinner. It sucks.
Did your neighbor get a new car (or are they getting one)? Are they going to spend thousands putting two alarms, a secondary immobilizer, battery disconnect, OBD lock, two way radio and aftermarket GPS tracker on the new one? If not, why not?
My neighbour got $42K back for a 5 year old HL. I think they paid $50K They didn't buy another Toyota yet.

No idea. I think you get a little bit of an insurance break if you provide the receipt for the alarm. My alarm was $1100. included 2 way RF, battery disconnect prevention, knock sensor. GPS and car starter which are both left in-active but I can get them to add in on later. Not the end of the world as the truck cost $63K
The thefts in Toronto are quite organized. There is a connection at the drivers registration for VINs and locations. Two crews steal the car...one steal the car...drives it off site. GPS factory is taken off. Then a second crew arrives to take it to a container ship.

So one way of looking at it is they paid $133/month to drive a $50k Highlander for five years. If that was a lease being offered by Toyota, a whole bunch of us would jump on it; especially considering current terms for a similarly-priced Highlander is $725/month.

My BMW does not have the factory alarm, so I paid $600-800 (no longer remember the exact amount) to have LoJack installed, because it was unobtrusive, doesn't affect the way I operate the car in any way, and gave me the security system discount from my insurer (and my wife demanded it ). On the flipside, our Audi's factory alarm meets the insurance company's requirements, so we get the discount with no additional upfront expense.
Bringing it back to the thread topic...I would be extremely surprised if these OBD blockers affect your insurance rate.

I really think you are over analyzing it all.... I just don't want my one-year old 21 4Runner to be stolen
Going forward it will become less and less useful to steal a car. Won't be able to charge it except at home, won't be able to get any OTA updates. So that leaves stripping it for body parts since the electronics can be tracked. This is a sticky wicket involving owners rights and privacy but that is a whole other discussion.

I remember when they said something similar about smartphones being stolen. Carrier would black list the IMEI or ICCID on the device rendering it useless on the black market but thieves have found a way to still make stealing your $1,000 smartphone worth the effort.

I just bought a 2016 GX. Called the local lexus dealer. They sell and install the OBD port lock. 250 CAD plus tax. Also ask you to sign a waiver before installation. Thinking about getting it.

Do it. Get a faraday box as well so the keys no longer transmit. You can also turn off your keys from transmitting as well, I just can't remember how Toyota does it.
