BTW, all this discussion about personal habits makes me remember an old saying that a "Tiger" doesn't change his stripes.

Not always true in real life, but a widely-used stereotype.
Also, people don't always have to have actual convictions before to be subject to drug-tests. If you work in some organizations like intelligence (CIA, FBI, NSA, etc...), law-enforcement, or the military, you may have to take regular drug-tests regardless of your previous records.....it is simply a condition of employment. his has been upheld in the courts for years.
For an everyday example, take someone who has been convicted of multiple DWIs. If the judge doesn't actually pull their driving-license outright, he or she may order the use of an alcohol-detection system in that person's vehicle that will prevent an engine-start. That, in effect, tests you every time you get into the vehicle.

It is my opinion that he got special treatment, naturally. As if there was no PC, I just don't believe that.

Whatever mistakes he's made in life, he's still a professional golfer. And, as a professional golfer, he knows better than to mess with drugs. You aren't going to make a Hole-in-One from 300 yards away with that stuff in your system.
