Incorrect. The light can turn green the person keeps texting other lanes move. If someone changes lanes they can easily hit the stationary car or may pile into the car outright. We can argue who is technically at fault but the moron texting or talking created a dangerous situation. Which is why it is illegal in most provinces.
It doesn’t matter if you’re on a highway or stopped at a red light – distracted driving could cost you.

The problem is more to do with online "news" reporting. This is exactly why "fake news" is in the headlines.

Anybody can just get a GoPro and suddenly make their own news feed. Because of the downsizing of proper news journalism, you now have online websites that do their reportage through simpleton Youtube and Twitter feeds. This is the end result of that kind of shallowness: a silly headline that sounds exotic and interesting... just put "road rage" and Canadian, or Uzebekistan or "cat runs across busy highway' in it and you have click bait.

Yes, that's true, but it's not quite the situation I was referring to. If someone holds up a lane for an unreasonable amount of time, yes, of course, people behind them are sometimes tempted to take chances. From what I've seen, though, that doesn't happen very often...even people yakking on their cell phones at rest usually start up within a couple of seconds after the light turns green.

Yes I agree, just texting at a stopped light is dangerous. Not paying attention can very costly.
