One thing I notice on most of these Russian dash cam videos is how easily a simple lane change becomes a fish tailing expedition. Is it bad tires? or are they jerking the wheel too fast?
To not use A/C during typical Washington DC summer heat/humidity would usually either border on masochism or mean the system is not functioning LOL.
Look around you...plenty of people with their windows open.

I think its a combination of poorly designed and maintained cars (a lot of easter european cars that aren't safe enough to be sold anywhere else), poorly designed and maintained roads, bad tires, poor drivers, and crazy driving habits.

I see people drive with open windows all the time. I don't like open windows but I know many many people who do, and yes their cars have air conditioning.
Lots of them aren't smoking...some people just like their windows down. I know lots of people who never turn the AC on in their house, they just leave the windows open.
I would hope so. Anybody who can afford to drive an late-model LS460 and a top-line Kia Sedona SXL can probably afford to cool their house (or car) down a few degrees LOL.

I'd say its because the road is wet, snow covered, or has black ice that doesn't really pick up on the camera.

Bad stereotype. Polacks and Irish are the biggest drinkers. The only reason you see so many Russian crashes is because 90% of the drivers have dash cams over there.
Most vehicles today are air conditioned, except for convertibles with their tops down. People don't often drive with open windows any more.
I'm one of those people who just enjoys having the windows down, as long as the temps are in the low 80s or below. The weather is pretty mild where I live.
