Big semis are supposed to have special low-mount bars in the rear that prevent this type of tuck-under from happening....even with some low-slung sports-cars.

no wonder EuroNCAP is trying to push for mandatory pre-crash systems in all cars... would help a lot IMHO.
We all have been in situation when something like this could have happened and you say holy smokes and continue like it would never happen to you (not about texting specifically, but in general)

No, its the DOT standard for the "trailer bumper" that suck. They allow trailer manufacturers to install inferior bumpers, hell go look at the rear of the trailer next time you are on the highway. Usually its just 2 or 4 pieces of steel sticking straight down from the trailer deck and a piece of steel welded to this horizontally. There is no reinforcement behind this structure, 4 pieces of BEEFY steel that comes in at a 45 degree angle and triangulates this whole rear assembley at the attachment points would help so much in rear impact crashes.

That's good in theory, but you make it too weak, somebody rear ending a semi truck trailer at 20-30mph, that rear bumper support fails, then the car slides under the deck of the trailer, to where the deck of the trailer hits the windshield, cuts the car open like a tin can, and the rear deck of the trailer meets the passengers face.
