Take high speed to the track, doing 140+ on any public road ( Except Autobahn ), is extremely dangerous to the driver and public.

They may not chase you at 140mph, but they will call back up units to intercept you, or even a helicopter. Basically if you zoom by a cop at 140mph, you better pull the hell over before he even has a chance to turn on his sirens. Because the harder you make it for him to pull you over, the harder you're gonna get butt raped in the jail cell

Many tourists for example come to Germany hoping to drive on the autobahn and when they're finally on it they're not used to the high speeds and more importantly aren't familiar with the local rules and regulations. For example, overtaking on the right is illegal and in this case extremely dangerous as well since you have people merging from the fast (left) lane into the slow (right) lane all the time.
Most Germans don't even speed on their autobahns. They generally cruise at a leisurely 130 kph.
In Thailand, it depends on the car. If you have a nice imported car (300% tax), ie Lexus/MB/BMW (all cost over $USD100k), you're unlikely to get harassed.
Now if you're driving a pickup truck or a Corolla, you're gonna get fined about $USD 6. Yeah, you read that right, six dollars. Technically, you can get pulled over for no reason and "fined." But ones I figured out the currency difference and that it was only a few bucks, I just consider it small tax I'm happy to pay for the level of enjoyment I get (on the few good roads we have).

Around here, I'm sure they would just radio the car in. However, the local police department has some pretty powerful patrol cars now. They've got a few Camaro SS', SRT8 Challenger, new Charger, and the new 5.0 Mustang. Most guys can't outrun those.
Yeah, the fines in Asian countries amaze me. We got busted in the Philippines for riding a tricycle without a license and pulling an illegal maneuver. Got taken to the station and yelled at for a couple hours, and then released with a 150 peso fine. That's like $4.
Gotta beat 670,616,629 mph.
Yes, in Houston they will put you so far back in the jail they will have to pump light to you.
