from the LOL in your post, im assuming you're joking.. but even at the bottom of the picture advertisement you posted.. it looks like it decreases air flow..
thank god for my fluid mechanics course in engineering lol.. theres really no way to increase the amount of air going into your intake unless you're using a pump.. a fan like that would be really detrimental to performance..

Uhh.... it's supposed to increase turbulence, causing better air/fuel mixtures (their claim, not mine).
You should know from fluid mechanics an unpowered fan blade has no effect on whether the flow would be turbulent or not.
