Sometimes, sometimes not. Depends on when the crude was purchased, how long it takes to get to the refineries/middleman, and how long from there to the corner gas-stations. When the latest crude price goes up, sometimes the refineries and gas stations are still stuck with cheaper oil and gas they ordered a while back, and, of course, the opposite when the price drops.
The average in Montreal right now is, $1.32385 per litre ($5.01 per gallon) and this is just for regular. I just check this out and this is how much we pay in taxes for the gas here, 0.45839¢ per litre ($1.7352 per gallon). Without taxes it be like 0.86546¢ per litre ($3.276 per gallon)
$7.07 here, after latest drop, it was $7.20 yesterday.

it is significantly cheaper than western europe too... i believe theirs is up to 40% more expensive, it does depend on the country.
