I found website LA Citizen Can't Drives!
Rule Number 1: Break the law - drive faster than speed limit.
Rule Number 2: Don't block traffic.
.
It's even stricter on camera-equipped roads. If everyone speeds, then everyone gets a ticket....the cameras are not vehicle-selective. (The cameras, though, usually have a margin built into them to allow for speedometer error....some of them don't go off till the speed limit +10)

Besides, when a large pack moving at 15 mph over the speed limit say in an interstate, the cops can't do much about it. They just sit there and watch the whole fleet flies by.

I don't go by what the judge says. I go by what I said.
Don't get too narrow minded simply obeying the posted speed limits without considering the surroundings and conditions around you. I am giving you good recommendation here guys. Trust me, this is for your own good.
I was implying on Cops on the street, not the speed camera.
Yes, breaking the law is breaking the law. It's a bad thing. But that doesn't mean you are a good driver. The good driver I am talking about is those who:
- do defensive driving.
- not getting in to accidents.
- do not block traffic, keeping the traffic flow as smooth as possible. This means everybody can go home sooner. Not only that, you will save more gas. You will also save your brake pads and rotors. Not only that, but this also minimizes stress on your engine and drive train. In the end, you save more money and you get home sooner. This is very, very crucial.
I get really irritated when I have to use my brakes just because some moron in the front slamming on the brake when not needed or just going too slow. Cops can get you for driving slow too, like going below the speed limit. It's about driving smart and use common sense.

If you are in a pack of cars going 15+ over the limit and your car is modified, guess who is getting pulled over?
For avoiding accidents, I look ahead quite a distance and I do it regularly so I can anticipate what may be coming up. I am cognizant of bad drivers. They are easy to spot. Bad drivers don't plan ahead, many are timid or indecisive, and many drive much more slowly than other traffic. There are also bad aggressive drivers who are prone to binary inputs. It's either full throttle or heavy braking. They speed through, weave in and out of traffic, and have no plan. When I see either of these most common 2 types of drivers, I basically assume they'll do the stupidest possible thing imaginable and I prepare for it. I'm right a lot.
