The cop - ****OLE!!!
I mean, no disagreement - they guy is not in the best shape and peeing in the officer's presence is not a great idea. However, this guy did not deserve to get sprayed, IMO. The officer could have arrested him, given him a ticket, etc. and he could have done it peacefully. The problem here is pride - this guy is not obeying officer's instructions and pisses the dude off. I think that was heavy-handed.
