I think you can, but I haven't heard either way for sure...
That's more related to torque and gearing than HP. HP is for top speed, torque is for acceleration.
I think you have LSD and PI TC which gives you loads of torque delivery at rest which can easily overpower your traction.

i think it should be tq. with my old old 120hp camry, climbing up a hill with 5 people in the car was a mess, i had to turn off AC and almost stick my foot out to help push it. but with my gs400, i can have AC full blast, 4 gear, and around 3000rpm and it keeps on going and going
hill climbing you need traction and engine power, on initial D which is very realistic btw, all the up hill cars are usually turboed with AWD or RWD, lightweight good cornering and braking cars take the downhill, which power isnt really needed as much
