Lately, I’ve noticed several new devices being installed along busy traffic routes. Does anyone know what they are?

Most likely a camera with night vision used for license plate number tracking.

License plate readers and have also seen them on police cars where I live.

That makes sense—they're license plate readers. Law enforcement is cracking down on drivers who keep their vehicles on the road indefinitely with temporary tags.
