I agree, the GSF would also be my choice. Even if the op puts lots of miles on it, it should still hold its value better than any IS or regular GS. Too bad the IS500 wasn't made as an ISF.

Dumb question, what does the F get you, as in GSF and ISF?

The short answer is the V8. The GS F has the 5 liter V8 whereas the GS350 has the 3.5 V6. Beyond that, loads of suspension hardware, drivetrain, brakes, etc. are different. Significant changes to the body and interior as well.

This and also I was replying to @703 regarding the better resale value of the GS F. My guess is that a theoretical IS F would hold its value better over the IS500.
F and F-sport are two very different things. OP is talking about F-sport.
I’d get the GS simply for the fact that the new IS is essentially the same car from 2013 but with a new body. At least the GS was totally new in 2016, and the 20 probably still has more features than a 23 IS. The depreciation has already happened too.
Since the OP mentioned the fact the GS is a larger car, I would recommend that option provided the car is close to flawless. The IS is great but it is not very roomy and if the driver is 5’10” or taller, the seat behind the driver is uncomfortable at best for any adult passenger. Both are great options. The GS might check more boxes due to its larger back seat room and overall size.
Just to point out that the 23 IS does have some options not on GS. 360 Camera, 1800 watt Mark Levinson, Touchscreen, Carplay, more advanced safety features.

And it exists while a 23 GS does not, thats a big plus!
I will say my 13 GS was one of my favorite Lexuses I had, it really is a great package, the 4GS.
So, having been around both cars, I'd say it mostly depends on why you are getting the car. If it's going to be a daily runabout and you plan on having passengers on a regular basis, go GS. It's bigger, a little more comfy inside, and a little nicer with its materials. But if you are just going to be driving solo or with only one passenger, the IS, on the other hand, will be the more fun of the two. The IS is smaller and easier to park, and it feels lighter in the turns. However, it's a bit smaller. Not hugely smaller, but I think you notice it most in the rear, where 6-footers will probably not fit in the IS.
I've owned 3 ISes, so you can tell what my preferences are. But I think this is a little different, too, since it is a used GS. The GS is a good used buy. However, a new car with a new-car warranty is also something to think about. Knowing the car's entire history and knowing everything will be covered if there are issues is good peace of mind to have.

The 2016 GS was just a mid-cycle update/refresh of the 2013-2015 GS.
We have a 23 IS350FS and a 23 ES300h Premium. Have sat in a 2020 GS FS and didn’t care for the interior or exterior styling in comparison. Lots of bland curves inside.
Wife and I swap our cars frequently and the IS is really growing on me, like it more than I thought I would. Back seat isn’t bad amd im 6 feet tall. Interior of the 23 ES is enormous in comparison though.
