Best place to replace timing belt ++ in Vancouver

Best place to replace timing belt ++ in Vancouver
I have a 98 GS 400 and Regency says it needs
Tbelt/Water Pump/Idlers $1500
Brakes $600
Ball Joints $500
Upper Control Arm $500
How are these prices? I usually take my Honda to a regular mechanic , can he handle this kind of work and is there a good independant shop in town that's better for old lexus which I assume are easier to work etc.
Any good shops in Vancouver, Richmond etc
