2000 SC400/300 not allowed into Canada

Default 2000 SC400/300 not allowed into Canada

I was looking at the list of cars we are allowed to import into Canada and the only Lexus on the inadmissible list is the 2000 SC400/300.
I wonder what the reasoning is on this?

it says to look at explanations, which says

an '[EIS]' annotation indicates that the vehicle is either equipped with an electronic immobilization system installed by the
manufacturer, but not certified to meet CMVSS 114, or that no electronic immobilization system is installed (please see
paragraph 9 of these explanations for further information on immobilizers); and
9. ELECTRONIC IMMOBILIZATION SYSTEM - Every passenger vehicle, multipurpose passenger vehicle, truck and three-wheeled vehicle manufactured after September 1, 2007, with a Gross Vehicle Weight Rating (GVWR) less than 4,536 kg (10,000 lbs), except an emergency vehicle or a walk-in van, must be equipped with an electronic immobilization system, as per the requirements of CMVSS 114 - Theft Protection.

Electronic immobilizers typically require a special key or a small electronic device to start a vehicle's engine. This type of system, when activated, prevents the operation of the engine in response to any attempt to start the vehicle without using the authorized key, by shutting off one or more parts of the engine's electrical system. This might include the starter, ignition or fuel system.

Many manufacturers equip some or all of their U.S. market vehicles with electronic immobilization systems that meet the requirements of CMVSS 114, while in some cases these are available only as an option. There are also several U.S. market vehicles that are either not equipped with electronic immobilization systems, or that are equipped with electronic immobilization systems that do not meet the requirements of CMVSS 114. Here are three possible circumstances:

Yea its a good thing I saw this as well, when I was looking for my SC I was looking at a few '00's but then I looked into it and saw that it was inadmissable. Figured it woulda had something to do with not meeting some sort of rquirements, but didnt know it was the immobilizer?

My family imports cars from the US as our family buisness, we live and die by this list..

Very strange.
I thought our 99's are the same as the 2000 except for the On-board Refueling Vapor Recovery (ORVR) system.

^ lol NEVER heard of that myself. I thought the only differences were glass headlights instead of plastic, and maybe a few more computer/digital toys onboard..

maybe 2000 is when they made a new law on immobilizers? sounds odd otherwise.
