edit: left this info out:
sorry, i left some info out... basically it looks like mold... and i think it's under the clearcoat cuz when i tried to clean one of them, some clear plastic stuff flaked off the wheel
also, when u feel it, some spots feel perfectly smooth like there's nothing there but others feel hard like, i dunno, tartar? and others yet feel kinda gummy...

that looks like your wheel is starting to oxidize... polished aluminum faces tend to do that... try a scrubby pad and some comet first, and then run some mcquires metal polish over it and a buffing wheel... that should get rid of most of it...

Looks like they were laying down on the concrete and slid across it. Thus it fracture the clear coat and is now peeling and showing as white aluminum salt corrosion.

i should clarify, a veteran at my autoX club confirmed that it's corrosion and that it's UNDER the clear coat... so even if i go at it, i'll be spending quite some time on it... *Sigh*
