Default Lexus IS 250 AWD 2007 Steering problem

Hi guys I am new here. I bought IS 250 AWD 2007 few months back from UAE auction. It have very hard steering like no power there. Checked with mechanic and suggested to replace steering rack. I bought from old spare parts and replaced it. But issue still there and no clue what is exact problem. Any suggestion
Another mechanic suggest to check steering control computer as May be faulty?

if you replaced the rack and it still feels like no power steering, I'd try the steering ecu as well, it's located under the battery. if the ecu is working, perhaps it just needs a calibration just like when I installed my new ISF ecu into my car I didn't have power steering until I got it calibrated by the dealer which should cost only 1 hour of labor maximum. So first I'd try getting the ecu calibrated, else if it doesn't work I'd probably try replacing the ecu but then you might need it calibrated if you get a brand new one versus a used one.

Can main ECU resetting will help in this regard? By pulling fuse for 1 min?
