My brother spent 10k on his 02 celica. Super charger, body kit, carbon fiber, the works. So 15k on an IS isn't so unreasonable. I've already spent a thousand on mine bought a month ago. Seems hard to stop modding once you get going and have the funds. Just know that your not gonna get your money back when selling.
if he would have put forced induction on this car add another 4k at least, because just so happens there is an LMS in the f/s right now. 10k isnt easy to hit, and 15k definitely shows some hefty work done. hell i had 11k into my GS before i sold it, that was over a 6 month span. but i doubt like all of us, that he expects to get all of it back when it comes to selling it.

I've got 25K in mine and don't care about getting it back! I'm sure he doesn't.
