clearcoat issue?
Are these waterspots? They looks like little circular spots in the clearcoat. I'm hoping that a light polish might be able to get rid of these?

The photo doesn't appear to be in focus, but I don't think those are water spot etchings. It appears to be more of a chemical splatter or possibly an issue with the paint itself (from a respray).
Has the car been repaired/repainted in this area?
Can you describe how it feels/looks in person? Are the "spots" raised up or etched into the paint?

I don't know if any repairs or accidents, the auto check and the carfax were clean, and none of the gaps in body panels appear to be variable.
it may be just in my head but I think it does feel slightly bumpy, hence my hope that it's just the clear coat.
I'll try to get another picture but it's somewhat difficult to catch, weirdly it's only on the hood that I can see.

I agree that it appears to be raised, which rules out water spots.
Raised marks typically mean there is something on the paint...
I would try a solvent like mineral spirits on a microfiber towel. Wipe it on a small, inconspicuous area to see if you can remove whatever is on the paint.
If that is of no use, perhaps an abrasive will be required to level the defects.
