I have been using simple green for this for years. Just spray some up in your wheel wells, then use a small scrub brush to scrub them. Then rinse them out. The car looks a whole better when your done.

I use a cheap toilet brush and car shampoo. If the problem is bad, any degreaser, such as simple green or Eagle One Tire Cleaner, will help, too. Sometimes I just go to the Jetspray car wash and spend a dollar.
To make the wheel wells shiny and black, just apply any aerosol/pump spray tire wet product. Even the cheap stuff. Just cover your tire treads with newspaper, to prevent overspray.

I sprayed Simple Green in the wheel wells as recommended, but did not have a brush with me. I let it soak for a couple of minutes, and then drove through a high pressure water wash. Results are better than before, but I still need to get the spray type tire dressing to get the wells shiney.
