You might try an automotive glass polish on the outside of the front window. Also, run your fingers across the outside of the glass. Is it smooth? Wondering if you might have some overspray from a product on there such as paint or chemical though you say it is clean. What type of glass cleaner are you using? Describe the windshield cleaning process you use and products. Perhaps the product you are using is leaving a film causing the distortion.

Has it always been like this or is this something new?

Hard to tell what you are describing, however, to get some distortion effects there must be something either on or in the glass to cause it. Need to rule out the "on" part.

Post a photo. Pitting & scratches could also be a possibility but it's impossible to tell just from the text in the OP.

The usual cause of this phenomenon is crappy glass cleaner (no names, but Windex is one) that leaves a residue. Try Sprayaway or Invisible Glass. Also, as noted above, a glass polish (which has an abrasive; e.g.: Zaino Glass Polish) will take off all the invisible crud and leave the glass just about as clean as possible.
And use a good towel when cleaning the glass; a waffle weave microfiber is best, and a clean cotton towel is not bad. Don't use an old rag.

A picture would tell a thousand plus words in this situation if you can capture it correctly. If you can't, post your location so we can have someone who has some knowledge about this to take a look at it
