Hit a bodyshop up...those guy's know how to wet sand.
I think there's like a two year program for wet sanding at my local community college.

Step one, get proper grit sand paper.
Step two, get some water.
Step three, dip paper in water.
Step four, liberaly sand the lens, trying to be even on the entire headlight lens.

The End.

Theres really no damage you can do sanding the headlights, unless you use low grit paper. Start with 1500 and then after do it with 2000.
