Rain-X works best at higher speeds such as on a highway as you said where your wipers are not even necessary at times. Lower speeds suck since there isn't enough air hitting the windshield as you drive to make the rain drops bead off the windshield. I drive outside the city at higher speeds so Rain-X does the job.
