A rubbing compound (3M etc.) will remove it with a little elbow grease.
Touch up paint is uncatalyzed (no hardeners) so you can usually buff it off fairly easily. Follow up with a swirl remover to remove any swirls the rubbing compound leaves. Rub in straight lines, not circles. That goes for the rubbing compound also.
Wal-Mart usually carries a small bottle of 3M Fine Cut Rubbing Compound, and you can also get it ( and other 3M rubbing compounds) at just about any auto paint retailer as well. Good luck!
