If you changed both pads and rotors, it's most likely then that the brakes weren't properly bedded in. When the bedding process is skipped or improperly done, it does lead to the pulsating pedal. The grinding noise I'm not too sure what could cause that.

Also applies to the whole car if it's not the pedal. Had a Toyota Sequoia that shook the car as it slowed to a stop after a brake job. My old man got the rotors turned/cut and got it mitigated/stopped completely (pulsing or shaking as you stop).

Ok so I should get new pads and turn the rotors then bed it properly? I've never had this issue with a brake job

1) Make sure that you replaced everything with the correct parts.
2) Make sure that everything is installed properly and tightened to specs.
3) If you bleed the lines make sure that you follow the correct procedure and don’t have any air in the lines.
4) Read the article about the rotor and pads bed-in process. This is important to do.

What kind of rotors did you buy? If you bought cheap aftermarket rotors there is a possibility that they weren't machined properly and you need to have them resurfaced.

^ Also cheap aftermarket pads may also leave uneven deposits and cause vibrations

Yea the rotors I got were from autozone I usually order from rock auto but I had the car apart and didn't know the rotors that were on the car didn't have enough material to be resurfaced but that's just the front ones the pads were power stop or something I forgot the name. There's also a intermittent vibration on the freeway over 60 it's not consistent it vibrates for about a second every two seconds maybe an out of balance tire?
