Brake pads touching against the rotor?

Default Brake pads touching against the rotor?

So I noticed that both of my front wheels will not spin freely when the car is jacked up. The pads are rubbing against the rotor just a little - I can still turn the wheel by hand, but it does require a bit of an effort. Is it time for caliper rebuild?

Lube the pins. If they are seize that would cause it. Also, a seized piston would causes this also, in that case, yes, time for new calipers.
