Default 95 SC300 125k mile hefty maintenance

Does this sound right?

My check engine light was on (I knew in advance: code 71- EGR problem) and I also knew I was overdue for a timing belt, so I brought the car in to the dealer for that and a 60,000 mile maintenance job. They tell me that not only is the EGR valve probably shot, but based on the amount of carbon in the hose going to the manifold, I need to have the manifold removed and cleaned to remove what is likely a large carbon build-up there. Does this happen much? I've read a lot of posts here and haven't seen one directed to carbon build up in the manifold. What would cause that? I use only premium gas from name brand companies like Hess and Mobil. I also understand that EGR valves rarely go bad (so I'm suspicious).

And they tell me the valve cover gasket is leaking along with an o-ring at the distributor so while the engine is apart I should do that as well.

And a rear brake job (the rotors are too rusted to cut so must be replaced).

So the total on the 60K service, timing belt, water pump, valve gasket, manifold cleaning, egr valve, brakes, o-ring, is $3,600 including tax. Whew! Is this all reasonable for Long Island, New York?
